The mission of Butte College�s Title IX Office is to partner with the college community to create and maintain a culture and environment in which all persons may participate in the college�s programs and activities regardless of their sex, sexual orientation, gender, or gender identity and expression. The Title IX Office promotes that all persons can work, learn, and thrive at the college free of all forms of sex discrimination including harassment, exploitation, or intimidation.
The Title IX Office serves to resolve complaints of sex and gender discrimination in educational programs and activities including sexual assault, sexual harassment, dating and domestic violence, and stalking. This is achieved through prompt and equitable investigations of such complaints covered under Title IX regulations. The Title IX Coordinator also oversees sexual misconduct prevention training, policy and procedure reform, and identifies areas of institutional risk.
Overtime costs for Title IX investigators
Only a small amount of this money was used for this purpose as campus leadership made the decision mid-year to contract with a third party vendor for Title IX Investigations instead of paying overtime to current staff.
Trainings for students/staff/faculty/Title IX personnel
Title IX regulations require that staff members involved in Title IX cases receive adequate training. Various laws also require training to students, staff, and faculty.

The Title IX Office supports the college in meeting its Vision for Success Goals by seeking to ensure an educational environment in which students are not subject to sexual misconduct. Such conduct often impacts one's ability to thrive in a college setting. When such conduct does occur, the Title IX Office takes immediate action to stop the misconduct, prevent future misconduct, and remedy its effects. Such efforts support all learning outcomes.

Closing Equity Gaps-By statute, Title IX ensures equal access to education on the basis of sex.
Meeting enrollment targets-Reducing and responding properly to sexual misconduct incidents under Titlie IX has a profound impact on student retentinon.
Meeting student achievement goals-Students perform better when they are not experiencing harassment and sexual misconduct in their adademic programs or activities
Fostering a Culture of Inclusiveness-Title IX ensures that students and staff are not discriminated against based on sex, thus fostering a culture of inclusiveness.
Improving Processes
a. Data and Reporting-Transition to better reporting software in 22-23 will vastly improve our ability to track student behavior and better respond to sexual misconduct.
b. Internal Communications -District-wide training will improve internal reporting, ensuring that students and staff get the support they need quickly.
Strengthening Professional Development-Newly acquired Title IX training for employees will enhance understanding of District obligations under Title IX, VAWA, and the Clery Act. Such training is valuable for all staff in a higher education environment.

Strategy 1 - Roll out Catharsis Title IX training for all staff, faculty, and students
The recent aquisition of a robust training tool (Catharsis) needs to be rolled out across campus to raise awareness of Title IX and bystander intervention.
Not only do we have a legal obligation to train our campus community about preventing and responding to sexual misconduct, we have a moral obligation to do so.
Strategy 2 - Acquire a robust reporting system for Title IX and other reporting
Discussions have begun to acquire a robust reporting and database tool to support Title IX, Student Conduct, IDEA Office, and others. These offices currently lack the ability to adequately track, report, and share data needed to make strategic decisions.
Acquiring Maxient as such a reporting tool will have a District-wide impact for all constituents. The ease of reporting will help ensure that required reporting is done quickly, thoroghly, and effectively. The ability for offices to respond expiditiously will also greatly improve. The ability to track data across programs and division will ease collaboration exponentially and allow for better support for ours students and employees. As an organization, the data that we collect will allow us to make better strategic decisions for resource allocation.
Strategy 3 - Select and train at least one Deputy Title IX Coordinator
It is a highly recommended best practice for a campus of our size to have at least one Deputy Title IX Coordinator.
Indentifying and training a Deputy Title IX Coordinator (T9C) is a best practice strategy for several reasons. The most obvious being the reality of vacation, sick, or other leave by the Title IX Coordinator. The District must always have someone capable of performing the duties in the absense of the T9C. It is also a stragic advantage in the event that either party to a Title IX compliant has a legitimate compliant of bias or conflict of interest related to the T9C. Having a Deputy oversee such a case would be imperative. Having a Deputy Coordinator would also allow for a subdivision of expertise related to the varying aspects of Title IX (athletic compliance, pregnant & parenting students, etc.). Having some diversity in who students or staff can report to may also ease hesitation in reporting for some individuals.
Strategy 4 - Create and deliver Title IX awareness campaign for students, staff, and faculty
As a augmentation to the Catharsis program, a condensed Title IX and bystander intervention training could help to raise awareness of supportive resources and reporting requirements. Having versions of various lengths could serve to fill classroom time, staff meetings, etc.
It would be ideal to have a confidential, quiet space in which to meet/interview parties.
